Let's walk through creating a standard Build VM

(Untalented) Adventures in Dynamics 365 For Talent
Getting started with Talent and getting it integration with F&O.
Getting Started
First, give this a review. Its major take-away's are in the purple boxes.
A Few Gotchas
Chances are that if you are reading this, you are employed in the partner space. However, to provision Talent, and its related integrations, you need to be a global admin or have access to an account that is a global admin. I can't think of any admin that will gleefully hand that out upon request. So, chances are very high that you will be walking a client admin through this process. Using the article linked above, it should be fairly easy to do when provisioning environments. Once your client admin has provisioned an environment, they can create and assign permissions for your account. However, getting the out of the box integrations setup is a slightly different story.
Start Integrating
The same rules apply as before - need an account with global admin. Also, verify that the account you are using has a license for all of the products we will be using like so:
First, go to https://web.powerapps.com and select your environment. Next go to connections an add one for Common Data Service and Dynamics 365 for Operations (preview), like as shown below. A connection to Dynamics 365 is not required.
Once that is complete, go to https://admin.powerapps.com to create a connection set. Click on Data Integration on the left hand side then click "New connection set". Unfortunately I didn't capture screenshots of the actual creation process but this is what it looks like once complete. One call out here is that it is asking for your Organization ID for CDS and the legal entity for F&O. Additionally, your first connection in the set should be CDS if you want Talent to be integrating to F&O. If you want F&O to integrate to Talent, your first connection in the set should be F&O. Also, when creating a connection set, if you see no available connections, something is off with licensing or the account you are using is not a global admin.
After you have a connect set, Click on projects then click new.
Give the project a name and select "Core HR (Talent CDS to Fin and Ops)". Next, select your connection set.
Next, select your organization for F&O. If you have multiple legal entities in F&O you would like to integrate with, you will have to setup a project for each legal entity.
Click Create. You now have an integration project between Talent and F&O. However, the project is going to run itself. You need to give it a schedule. Also, I would suggest manually running it the first time and monitor it for any issues. The first integration can take a while, around 40 minutes for my first run, but after that they are significantly more speedy. This will create some Data Management project in F&O which should be left alone.
