Count Rows in a Text File Containing a Delimiter

I'm not sure what value anyone might get out of the function outside of doing initial data imports but it can come in handy. This is the code for a function to open and scan a file for rows that contain a delimiter ( perhaps to get the total to initalize a progress bar ):
